Miller had a spell as player-manager with Livingston before being assistant at Newcastle Jets, Western Sydney Wanderers, Falkirk, where he was also caretaker for three games, and Huddersfield Town.
Now he takes over a side looking to improve on last season’s third-place finish in the Israeli Premier League.
Maccabi owner Mitch Goldhar said: “Since joining Maccabi in January, Kenny has earned the respect of all of us with his professionalism, work ethic and understanding of the standards, values and ambitions expected at Maccabi Tel Aviv.”
Meanwhile, Taylor’s departure from St Mirren comes shortly after Craig McLeish was confirmed as permanent manager.
The Scottish Premiership club say they are “at an advanced stage of adding to our coaching staff”.
Former Airdrieonians and St Mirren midfielder Taylor previously was a manager in his own right with Limerick and Hamilton Academical.
