Latvia: Invites to get involved in the development planning of the historical center of Riga

Every resident of Riga and city visitor who cares about the further development of the historical center of Riga as a UNESCO World Heritage Site and its protection zone, creating a viable urban environment that meets the requirements of modern society, is invited to submit proposals for planning the development of the territory by March 3.

Submission of proposals is underway, starting the new planning process of the historical center of Riga and its protection zone. It is important for planners to know what, from the point of view of the residents, is necessary for the successful development of the center of Riga and the preservation of the historical heritage. In order to simplify the submission of proposals, a special questionnaire has been developed, inviting you to think about the topics to be solved in the planning of the development of the territory. An electronically filled proposal form is available here. The collection of proposals will be used for determining strategic tasks and directions and for future planning of the development of the center of Riga. This is the first stage of submission of proposals, which will be followed by further stages of submission of proposals on thematic and territorial solutions, which will be announced separately, inviting the public to participate.

The historical center of Riga and its protection zone is the territory that includes the railway circle, the part of the Moscow forest district up to Lāčplēša street, as well as the territory of Pārdaugava – the part of Ķīpsala, Klīversala, Mūkusala, Zaķusala and Lucavsala between the railway and the Salu bridge (the territory can be viewed in detail on the map here: https ://ej.uz/xhad).

It has already been reported that on December 14 of last year, the Riga City Council made a decision to start the development of a local plan for the historical center of Riga and its protection zone. Its purpose is to promote the achievement of the general sustainable development goals of the historical center of Riga as a UNESCO World Heritage Site and its protection zone, while creating a viable urban environment that meets the requirements of modern society.

The development of new territory development planning documents for the historical center of Riga and its protection zone is necessary in order to implement modern principles regarding the development of mobility, public outdoor space, buildings and to promote the attraction of residents to the territory of the historical center of Riga and its protection zone. In the planning process of the historical center of Riga and its protection zone, a series of tasks will be solved, resulting from the regulation of regulatory acts, planning conditions, the collected opinions of the public, as well as the actualities highlighted in public, professional and political discussions and related to various urban planning topics – cultural heritage, public outdoor space , mobility, environmental quality, state and local government service infrastructure and business.

The local plan will be the main long-term territory development planning document, which will determine the requirements for the use and construction of the territory. More information on the development of local planning: https://www.rdpad.lv/rigas-vesturiska-centra-lokalplanojums/.
